The Kebbi State Government has directed all Emirate Councils, District Heads and Village Heads in the state to suspend the conferment of traditional titles without prior clearance from the Ministry for Local Government and Chieftaincy Affairs.
The directive is contained in a circular dated January 2, 2026, issued by the Ministry and addressed to all Secretaries of Emirate Councils across Kebbi State.
According to the letter, the Ministry received several complaints over the alleged conferment of traditional titles without established guidelines and regulations. It noted that the practice poses a threat to the integrity, dignity and long-standing traditions associated with traditional institutions in the state.
The Ministry stressed that, in line with ongoing reforms, no traditional title should be conferred on any individual by Emirate Councils, District Heads or Village Heads under any circumstances without obtaining prior clearance and approval from the Ministry.
It further warned that the conferment of traditional titles must strictly follow due process and be carried out with decorum. As a result, all traditional titles granted under any guise in the last two months have been reversed with immediate effect, pending further notice.
The circular added that beneficiaries of the affected titles should be promptly informed of the withdrawals, explaining that the decision was taken to restore sanity and dignity in the award of traditional titles across the state.
The letter was signed by the Deputy Director of Administration, Abubakar Mansur Tuga, on behalf of the Honourable Commissioner for Local Government and Chieftaincy Affairs, who reassured traditional rulers of the Ministry’s respect and commitment to preserving the sanctity of traditional institutions.
The development is expected to bring tighter regulation and uniformity to the conferment of traditional titles in Kebbi State.
