Kaduna State Schools Quality Assurance Authority (KSSQAA) has issued fresh directives to regulate school practices across the state, warning against exploitative charges and unruly activities that undermine quality education.
In a statement signed by its Director-General, Professor Usman Abubakar Zaria, and dated 2nd September 2025, the authority emphasized that the new rules are in line with Sustainable Development Goal 4 (SDG 4) — ensuring inclusive and equitable quality education.
According to the statement, graduation ceremonies are now restricted to only two levels: completion of Basic 9 (JSS 3) and completion of Senior Secondary School (SS 3/SSCE). Schools are prohibited from organizing graduation events for every class level or compelling parents to pay for such activities. Where payments are necessary, schools must obtain clearance from KSSQAA at least four weeks before the event, with evidence of PTA consent.
The authority also banned unruly “sign-out” practices by final-year students, describing them as indecent and disruptive. Instead, schools have been directed to adopt well-supervised alternatives such as farewell assemblies, talent exhibitions, and mentorship sessions.
On the issue of learning materials, the statement noted that from 1st September 2026, publishers must provide separate optional workbooks, while main textbooks remain reusable to ease financial burdens on parents.
KSSQAA further cautioned school proprietors against arbitrary fee increases, stressing that no school may raise fees without written approval. Approval requests must include PTA agreement, reasons for the increment, enrollment data, and proposed fees. Any unauthorized fee hike, the statement warned, will attract strict sanctions.
Professor Zaria reaffirmed the authority’s commitment to making education affordable and accessible across Kaduna State, urging all schools to comply fully with the guidelines.
