Kebbi State Prepares for Single Haulage Fee Implementation

Kebbi State has begun sensitising key stakeholders ahead of the implementation of the Single Haulage Fee (SHF) initiative, a Federal Government policy designed to streamline taxation for motorists transporting goods across state borders.

The sensitisation exercise, organised by the Kebbi State Board of Internal Revenue Service in collaboration with the Joint Tax Board (JTB), was held in Birnin Kebbi, where participants were briefed on the workings, purpose and benefits of the new system.

In his presentation, JTB Consultant, Ahmed Usman, explained that the Single Haulage Fee is a unified tax imposed on vehicles conveying goods from one state to another, noting that passenger vehicles are exempted.

He said the initiative was introduced to eliminate double taxation, as motorists will only pay once in the state of departure and receive a receipt that covers both the originating and destination states.

Ahmed Usman added that once a driver pays at the point of departure, there will be no further payment at the destination state, unlike current practices, as the revenue collected will be shared between the states involved.

He noted that several Northeastern states adopted the initiative in 2024, with Kaduna and Sokoto states also joining recently. Citing the example of Adamawa State, he said the state generated about N500 million from the Single Haulage Fee between July 2024 and November 2025, with 80 percent of the revenue coming from remittances by other states on goods headed to Adamawa.

Under the new system, buses will pay N1,750 as SHF, pickup vans N4,250, non-heavy-duty vans such as canters N5,750, while trailers will pay N19,250, among other categories. He stressed that the receipt issued at the point of loading automatically expires once the vehicle is offloaded at its destination.

Speaking at the event, the Chairman of the Kebbi State Board of Internal Revenue Service, Aminu Abdullahi, said the initiative would significantly ease tax payment for motorists by centralising and harmonising the tax collection process.

He stated that the introduction of the Single Haulage Fee would finally put an end to multiple taxation on transporters conveying goods across states, adding that the policy would boost Kebbi’s Internally Generated Revenue.

Aminu Abdullahi appealed to all stakeholders to support the smooth implementation of the initiative in the state.

The sensitisation programme was attended by the Special Adviser to the Governor on Revenue Generation, Muhammad Arzika Dan Atto, as well as representatives of the Nigeria Police Force, Department of State Services, Federal Road Safety Corps, Vehicle Inspection Office, Office of the Accountant General, Ministry of Justice, NURTW, NARTO and other relevant bodies.
