The Kebbi State House of Assembly has passed the Pre-Marital Medical Examination Bill, 2025 into law.
The bill was passed during plenary session, which was presided over by the Speaker of the House, Rt. Hon. Muhammad Usman Zuru.
Under the new law, all intending couples in Kebbi State are required to undergo mandatory medical tests, including blood group, genotype, and other health screenings, at a recognized public or private health facility.
These tests must be carried out three months before the wedding and repeated two weeks before the ceremony.
Chairman of the House Committee on Health, Hon. Aminu Abubakar Gulumbe, who presented the committee’s report, said the law aims to protect couples and their future children from hereditary and communicable diseases.
According to the bill, a medical certificate must be issued and signed by a qualified medical doctor. Without this certificate, no Imam, Pastor, or traditional priest is allowed to conduct any marriage ceremony.
Hon. Gulumbe warned that violators of the law, including couples, religious leaders, and medical personnel, risk penalties ranging from a fine of ₦200,000 to imprisonment of up to one year.
Speaker Muhammad Usman Zuru described the bill as crucial to the health and well-being of Kebbi citizens and the protection of future generations.
Similarly, two additional bills passed their first and second readings at the floor of the House.
The Bills are the State and Local Government Contributory Pension Bill, 2025, andThe Kebbi State Information Technology Development Agency (Establishment) Bill, 2025.
Both bills have now been referred to relevant committees for further legislative action.
